asked the Secretary of State for the Environment if the following local authorities underspent the sums he allotted to them for capital expenditure over the past two years, and, if so, by how much (a) St. Edmundsbury borough council, (b) Forest Heath district council, (c) Mid-Suffolk district council and (d) Suffolk county council.

The year 1981–82 was the first year for which capital allocations were issued. The following table compares for each authority prescribed expenditure, capital allocations and prescribed proportion of new capital receipts for that year. The authorities may also have had accumulated capital receipts available.
