asked the Secretary of State for the Home Department if he will give the text of the description of the conditions in which refunds of television licence fees are made under section 3(3) of the Post Office Act 1969 as printed on the licence form referred to in his reply to the hon. Member for Islington, South and Finsbury on 12 May.

The text is as followsRefunds are given only when (a) an unexpired monochrome licence is surrendered on the issue of a colour licence: (b) a new licence is not needed within 28 days of issue or when a renewal licence is not needed within 28 days of the expiry of the previous licence; application for the refund must be made during the period of the validity of the licence: (c) two licences are held but one was obtained in error.
