§ Mr. Kenneth ClarkeIn 1980 and 1981 improvements in pay and conditions of service were within the pay factor in the NHS cash limit of 14 per cent. and 6 per cert. respectively. Agreement has been reached on a package of changes for 1982 that will be within this year's provision of 4 per cent.
