§ Mr. MacfarlaneIt will not be possible to bring part III of the Act fully into operation until the necessary regulations and advice to local authorities have been prepared and changes in the Department's administrative arrangements for dealing with rights of way work, arising from the transfer of jurisdiction to inspectors, have been implemented. As I said in my reply to the hon. Member for Stockport, North (Mr. Bennett) on 21 April—[Vol. 22, c.270.]—my right hon. Friend expects to bring the outstanding provisions of part III into effect by the autumn.
