§ Mrs. Dunwoodyasked the Secretary of State for the Environment if he will name the appellant who is contesting the validity of the Leasehold Reform Act at the Court of Human Rights.
§ Mr. StanleyI regret that I am unable to do this. The case is currently before the European Commission of Human Rights whose rules of procedure, to which I referred in my answer to the hon. Member on 26 April—[Vol. 22, c.195]—provide that the contents of all case-files shall be confidential. Even when the Commission announces its decision on admissibility, the rules of procedure provide that the applicant shall not be identified unless the Commission so decides.
