The best estimate using 1979–80 data—the latest available—is that 30 per cent. respectively of the revenue from (a) employers and (b) employees national insurance contributions, excluding the national insurance surcharge, was paid by the public sector. No part of the national insurance contribution is specifically allocated as a pension element.
