§ 31. Mr. Sainsburyasked the Secretary of State for Foreign and Commonwealth Affairs when he expects to make a statement on progress at the Madrid Conference on the Helsinki agreement.
§ Mr. HurdThe Madrid CSCE meeting adjourned on 12 March and will reconvene on 9 November. The recent session was devoted almost entirely to Polish and Soviet violations of the Helsinki final act stemming from the imposition of martial law in Poland. These violations prevented the meeting from making any progress in negotiations. The Government hope that, in November, the circumstances will make it easier to agree a concluding document.
