asked the Secretary of State for the Environment if he will provide additional funds to local authorities to carry out surveys into the amounts of lead in drinking water.

It is primarily the responsibility of water undertakings to carry out sample surveys to investigate problems of lead in drinking water and to help decide where treatment is needed. House-to-house surveys by local authorities are not generally likely to be justified.
