§ Mr. Geoffrey FinsbergOne regional secure unit, at St. Luke's hospital, Middlesbrough, opened in November 1980. Building started on four others in 1981, and on two earlier this year. On the basis of health authorities' proposals starts are expected on three further schemes this year—including a multi-site one in South East Thames—and one in 1983. Although there have been delays in providing regional secure units, I am glad to say that significant progress is now being made: there should be over 500 places available in these units by the end of 1985.
