§ Mr. RossiA few hon. Members have forwarded to DHSS Ministers the National League's circular letter seeking the provision of a blindness allowance for all registered blind people. I am replying to the effect that, while we are sympathetic to the problems of the blind, the resources necessary to provide such an allowance are not available.
