§ Mr. RifkindThe British Secondary Metals Association was one of the trade organisations consulted in May 1976 on proposals for legislation on scrap metal334W dealing which were later subsumed in the 1980 consultation paper on a code of civic government in Scotland. My hon. Friend the Minister with responsibility for education and industry in Scotland recently met members of the British Secondary Metals Association and the Scottish Scrap Association; and consultations are continuing.
