Apart from the usual working copies for Government Departments and the Libraries of both Houses, complimentary copies were sent to the local authorities and agencies who participated in the study in some way, local authority associations and the researchers themselves. A few copies also went to the press. Copies are on sale at Her Majesty's Stationery Office outlets.
