§ Mr. HurdThe United States has now decided to return to the negotiations. We welcome this decision. Our objective remains a generally acceptable convention which can be adopted by consensus. A decision on whether to sign the convention will depend on further consideration of the final text, but a treaty without the United States would be seriously defective.
