§ Mr. Peter ReesFootwear imported into Taiwan with outer soles of leather, composition leather, rubber or artificial plastic material and with uppers of leather is liable to a Customs duty of 65 per cent., applicable to the cif value of the goods plus 15 per cent., and is also liable to a harbour construction tax of 4 per cent. of the total duty-paying value. In the six months, January, February and September to December 1981, exports of footwear of all kinds from the United Kingdom to Taiwan were valued at less than £500 fob.
The relevant information about imports from Taiwan is as follows:
