§ Mr. Squireasked the Secretary of State for the Environment when he will be laying before the House the Blue Book on grant-related expenditure for 1982–83.
§ Mr. KingI have today placed copies of the Blue Book, which explains how the expenditure needs of local authorities are assessed for block grant, in the Libraries of both Houses. Copies are also available in the Vote Office and Printed Paper Office. I have also sent a copy to each local authority. This year's edition takes a new format and shows in tabular form how the GRE for each service is calculated. This is a further part of the Government's commitment to opening up to public scrutiny the calculation of block grant.
