asked the Secretary of State for Employment if he will make a statement about the areas selected for the new enterprise allowance scheme.

As only limited resources were available for this pilot scheme it was decided to concentrate the experiment in three areas so that the need for such an employment measure could be thoroughly evaluated. A number of factors including the level of unemployment and earlier Government support were taken into account when selecting the areas to be used.
