§ Mr. NewtonIn view of the number of variables involved, it is not possible to give a firm estimate of the figure sought by the hon. Member. However, as a rough guide we estimate that the net saving of expenditure—reduced payments of benefits offset by additional payments of training allowances—will be about £20 million compared with the position if the youth opportunities programme had continued.
