§ Mr. Wyn RobertsThe relevant powers are contained in section 38 of the Water Act 1945, as extended by paragraph 53 of schedule 8 of the Water Act 1973. They are exercised by the Welsh Water Authority in accordance with a code of practice issued by the National Water Council, which is designed to prevent the disconnection of water supply in case of real difficulty in paying.
