§ Mrs. ChalkerRegulations made under the Vehicles (Excise) Act 1971 require my right hon. Friend to provide, for a fee of £2, the name and address of the registered keeper of a vehicle to anyone who shows "reasonable cause" for the request. For many years the general practice has been to regard "reasonable cause" as shown only where inquiries relate to road safety or to criminal or civil law involving the use of a motor vehicle.
