§ Mr. David HowellThe only transport policy proposals that have been prepared by this GLC were set out in the TPP it prepared last summer which was dominated by its irresponsible and unworkable low-fares policies. I have asked it to prepare plans which have regard to the needs of all transport users by road and by rail and to a sensible level of resources, and I have asked it to take as a guideline the current level. I shall regard the capacity of the GLC to produce satisfactory plans in the light of the guidance it has received as a measure of its capacity to continue to discharge the transport functions currently vested in it.
