asked the Secretary of State for Scotland if he will introduce legislation to amend section 17 of the Public Health (Scotland) Act 1897 to make the power of local authorities to intervene to eradicate a nuisance such as dampness obligatory rather than discretionary.

No. Section 17 of the Public Health (Scotland) Act 1897 already requires local authorities to take steps to identify and remove anything deemed to be a nuisance under that Act.
