Mr. Proctor

asked the Secretary of State for the Home Department what checks, if any, are made on nationals of other countries within the European Economic Community entering the United Kingdom; and if he will make a statement.

Mr. Raison

Such as appear necessary to identify people whose entry into the United Kingdom would be undesirable on grounds of public policy, public security or public health.

Mr. Proctor

asked the Secretary of State for the Home Department whether he will take steps to ensure the registration of all foreign and dual nationals entering the United Kingdom notwithstanding the intended duration of their stay; and if he will make a statement.

Mr. Raison

No. Under the immigration rules—House of Commons Paper 394, 1980—certain categories of foreign nationals—but not Commonwealth citizens—are required to register with the police. My right hon. Friend does not consider that the extension of the registration requirement to cover all foreign nationals, which would involve registration by some 10 million additional persons annually, is necessary.
