§ Mr. HayhoeApart from the specific exceptions in article 1(2) of the Civil Service Order in Council 1978, the Civil Service Commissioners are required to approve the qualifications and issue their certificate of qualification in52W favour of any person appointed to the Home Civil Service and Diplomatic Service. The incidence of persons occupying the posts mentioned without such a certificate could therefore only be extremely rare. It would not be possible to give a precise answer without incurring disproportionate cost.
