asked the Minister for the Civil Service how many cases there have been in the past 10 years of officials without a certificate of qualifications from the Civil Service Commission performing the functions of principal accounting officer and principal establishments officer.

Apart from the specific exceptions in article 1(2) of the Civil Service Order in Council 1978, the Civil Service Commissioners are required to approve the qualifications and issue their certificate of qualification in favour of any person appointed to the Home Civil Service and Diplomatic Service. The incidence of persons occupying the posts mentioned without such a certificate could therefore only be extremely rare. It would not be possible to give a precise answer without incurring disproportionate cost.
