Mr. Proctor

asked the Secretary of State for the Home Department if he will call for a report from the chief constable of Derbyshire on his policy with regard to the recruitment into the police of members of ethnic minorities; and if he will make a statement.

Mr. Whitelaw

The chief constable of Derbyshire wishes to take further steps to attract more recruits from the ethnic minorities. I welcome this. He shares my view that there should be no lowering of standards for appointment as a constable; but he believes there is scope for recruiting as cadets otherwise suitable candidates, whether white or black, who are able with help to reach the educational standards required for late entry to the force.

Mr. Deakins

asked the Secretary of State for the Home Department if the departmental study group report on ethnic minority recruitment into the police will be published.

The report is in the Library of the House and from 3 August copies will be available on request from the Home Office library.
