§ Mr. WhitelawThe chief constable of Derbyshire wishes to take further steps to attract more recruits from the ethnic minorities. I welcome this. He shares my view that there should be no lowering of standards for appointment as a constable; but he believes there is scope for recruiting as cadets otherwise suitable candidates, whether white or black, who are able with help to reach the educational standards required for late entry to the force.
