asked the Secretary of State for the Home Department what proportion of people are in prison per 100,000 population in each country of the European Economic Community.

In 1981 the average number of people in prison establishments in the United Kingdom was 90 per 100,000 population—England and Wales 88, Scotland 88 and Northern Ireland 163 per 100,000 population. Definitions of prisons and prisoners in other countries differ from those in the United Kingdom and comparable data for other EC countries could not be made available without incurring disproportionate cost.
