Mr. Michael Brown

asked the Secretary of State for Social Services if he will take steps to evaluate and appraise the anti-smoking campaigns of the Health Education Council which are directed to children and young people.

Mr. Kenneth Clarke

The Health Education Council undertakes extensive pre-testing of such campaigns and some evaluation and appraisal. It has also commissioned independent evaluation of campaigns, the results of which are made available to us. The Government hope that the council's anti-smoking campaigns will be effective in alerting children and young people to the dangers of smoking.
