asked the Secretary of State for the Environment whether he will bring forward proposals to exclude prefabricated houses from the right-to-buy provisions of the Housing Act 1980 where the local authority concerned can show that they will be demolished within the next five years; and if he will make a statement.

I do not consider this is necessary. Under section 34 of the Housing Act 1980 a court may grant an order for possession of a dwellinghouse to the landlord of a secure tenant where the landlord intends to demolish or reconstruct the dwellinghouse within a reasonable time. In addition, the general consent issued to all local authorities on 2 June 1981 enables them to offer an alternative house for purchase, without loss of discount entitlement, to the tenant of a prefab—that is, a structure erected under the Housing (Temporary Accommodation) Act 1944.
