asked the Secretary of State for Northern Ireland whether he will make a statement about an independent judicial inquiry into the Kincora affair.

I understand that investigations by the Royal Ulster Constabulary are nearing completion. I cannot set up an independent inquiry until any further criminal proceedings, if there are to be such, have been completed, but I intend to do so as soon as the way is clear.

I understand that the investigations into allegations about the way in which the Royal Ulster Constabulary conducted its earlier inquiries, which the Chief Constable asked Her Majesty's Chief Inspector of Constabulary to arrange for the chief constable of another force to undertake, will take some weeks to complete.
