§ Mr. Arthur Davidsonasked the Secretary of State for the Environment if there is any procedure by which local authorities can be given financial assistance to pay compensation to any person granted building permission on land near an industry which is subsequently designated a major hazard by the Health and Safety Executive.
§ Mr. Giles ShawDesignation of a major hazard is a health and safety matter which does not itself create any liability to pay compensation to those in the vicinity of the hazard. If in the light of the HSE's designation, the local planning authority revoked a planning permission, or discontinued an existing use of land, then compensation would be payable for any loss or damage incurred.
