asked the Secretary of State for the Environment if he will give special financial assistance to district councils which are faced with exceptional costs from making provision for gipsy caravan sites.

Applications for 100 per cent. Exchequer grant are considered on their merits and I would always be prepared to consider items of unusual expenditure if there were special justification.
