§ Mr. MayhewOn 13 June 1982 there were 12,379 prisoners one in a cell, 12,052 two in a cell, and 4,098 three in a cell (where "cell" is defined as a secure unit of accommodation designed for one person only). We have no central records of the individual capacities or use of accommodation designed for more than one person.
