§ Mr. HeseltineI must be satisfied that proposed housing action areas meet the normal criteria for such cases. Advice on the declaration of HAAs, and the information I require in order to judge whether a particular declaration is appropriate is set out in DOE circular 14/75. There is no specific requirement upon an authority to conduct a full survey. Whether one is needed will depend upon the other information already available to the authority.

§ Mr. HeseltineInformal consultations have been held with the Department concerning the 37 HAAs contained in the proposed third phase. The responsibility for formal declaration rests with Liverpool city council. I understand that the first area will be declared later this year.
