Mr. John H. Osborn

asked the Secretary of State for Energy what was discussed at the Energy Council of the European Community on 27 October 1981; what was adopted at that meeting and on 3 December on energy pricing; and to what extent the United Kingdom has implemented any understanding or agreement arrived at on these two occasions.

I reported the outcome of the 27 October 1981 Energy Council to the House on 30 October—[Vol. 10, c.400–401.]

Conclusions on the implementation of previously agreed pricing principles, referred by that Council to the Committee of Permanent Representatives for finalisation, were formally agreed by the Council on 3 December. The text is contained in press release 11421/81 (Presse 158), pages VII-IX, issued by the Secretariat of the Council of the European Communities, a copy of which is in the Library. The United Kingdom remains committed to the implementation of economic pricing and greater price transparency throughout the European Community, as agreed by the Council.
