§ Mrs. ChalkerThe special development order procedure can be used only to confer planning permission under the Town and Country Planning Acts. The only alternative to the normal procedure of schemes and orders under the Highways Act 1980 would be a hybrid Bill, which would be disadvantageous for both potential petitioners and Parliament.
