§ Mr. WhitelawI am not satisfied with the state of local planning for Exercise Hard Rock and I have decided that it should be postponed. I am considering urgently with my right hon. Friend the Secretary of State for Scotland the need to amend the planning regulations made under the Civil Defence Act 1948.
