§ Mr. Kenneth ClarkeThe draft manual of guidance was sent out to health authorities and the organisations mentioned on 2 July with the exception of the medical profession to whom copies were despatched on 5 July and the nursing profession to whom copies were sent on 8 July. Copies were also sent to community health councils on 5 July.
