§ Mr. PattieThe Estimates provision of 221,000 was the overall maximum manpower level permitted for United Kingdom-based staff for 1 April 1982. The Estimates provision is not sub-divided into United Kingdom geographical areas. An analysis of actual strengths by United Kingdom geographical area at 1 January each year from 1977 to 1982 is given in table 5.4 of Cmnd. 8529–II.
