§ Mr. OnslowWhile continuing with discussions of other outstanding issues, the Five remain in touch with the parties concerned with the aim of reaching early agreement on the electoral system for the Namibian Constituent Assembly. With goodwill and flexibility from those involved, the Five hope to begin implementation of the United Nations plan during 1982, leading to elections in early 1983.
