asked the Secretary of State for Northern Ireland how many fixed penalty notices were issued by traffic wardens in 1981; and how many drivers failed to pay the fixed penalty.

Fixed penalty notices are issued both by traffic wardens and by members of the Royal Ulster Constabulary, but as records of non-payment and subsequent prosecutions are not maintained separately it is not possible to identify the cases in which follow-up action was taken in respect of those notices issued by traffic wardens. In 1981, a total of 49,376 fixed penalty notices were issued, 45,342 by traffic wardens and 4,034 by the police; 19,408 drivers failed to pay.
