§ Mr. John PattenFixed penalty notices are issued both by traffic wardens and by members of the Royal Ulster Constabulary, but as records of non-payment and subsequent prosecutions are not maintained separately it is not possible to identify the cases in which follow-up action was taken in respect of those notices issued by traffic wardens. In 1981, a total of 49,376 fixed penalty notices were issued, 45,342 by traffic wardens and 4,034 by the police; 19,408 drivers failed to pay.
