asked the Secretary of State for the Environment if he will list those parts of the United Kingdom where planning decisions are taken by people other than directly elected representatives.

In England, planning functions are vested in the Peak Park Planning Board and the Lake District Special Planning Board. One third of members are appointed by the Secretary of State and two-thirds by the relevant county councils. Planning functions are also vested in the Merseyside Development Corporation and the London Docklands Development Corporation. All members of the development corporations are appointed by the Secretary of State. In addition, many local planning authorities delegate planning decisions to officers, and numerous planning appeals to the Secretary of State are decided by inspectors on his behalf.

The position in other parts of the United Kingdom is a matter for the responsible Secretary of State.
