§ Sir George YoungAuthorities are free to choose how much to allocate to grants from their HIP allocations and capital receipts. Returns made to the Department in March indicated that they planned to spend £238 million on home improvement grants during 1982–83. With the additional £79.3 million now available for this purpose, authorities should be planning to spend some £318 million.
