Friend determines the total resources available for the capital programmes of the local housing authorities in Scotland, and for the Scottish Special Housing Association and the new towns. But the proportion of the resources devoted to new building, as distinct from modernisation, is determined by the local authorities in relation to their perception of needs and by the other agencies subject to such priorities as my right hon. Friend declares.
