Mr. Cartwright

asked the Secretary of State for Social Services when his Department first started to consider the possible payment of additional heating allowances to supplementary benefit claimants living in high rise flats with particularly expensive heating systems in the Woolwich area; what action has so far been taken; and when a decision is expected.

The Department received representations at the beginning of April 1981, and in consultation with the other public authorities concerned, has been collecting the information needed for a decision. This will be taken in the light of the outcome of our current review of the guidance on the treatment of types of estate heating for purposes of supplementary benefit.
