Mr. Arthur Lewis

asked the Prime Minister whether she will arrange to discuss with leaders of political parties, the Trades Union Congress, the Confederation of British Industry and representatives of the various charitable organisations the best means and method of establishing a national charitable disaster fund, which can be used on a defined and pre-determined basis.

I am grateful to the hon. Member for his suggestion, but I do not believe it would prove practicable to agree satisfactory objectives for a permanent disaster fund or that it would provide a more effective way of attracting charitable donations than locally initiated appeals.
