asked the Secretary of State for the Environment if he will consider seeking to amend the legislation governing the control over external stopcocks to allow householders and persons other than employees of statutory water undertakings to turn them off.

Section 67 of the third schedule to the Water Act 1945 allows a consumer to close a stopcock on a service pipe supplying his premises, so long as he has obtained the consent of any other consumers whose supply will be affected. We have no plans to alter the provision.
