asked the Secretary of State for the Environment if he will bring up to date his written answer on shorthold tenancies given to the hon. Member for Northampton, South (Mr. Morris) on 18 November 1981, Official Report, columns 170–71.

Up to 27 November 1981 the number of rent registrations in England and Wales where applicants had indicated that their letting was a shorthold is set out in the following table. However, the figures do not represent the total number of shorthold lettings taking place for the following reasons:

First, the question on the application form is a voluntary one;
Secondly, shorthold lettings where a fair rent has already been registered cannot be identified until the rent is re-registered which may not be for up to three years; and
Thirdly, an application for a fair rent need not be made until 28 days after the start of the tenancy in cases where no fair rent is registered and some applications already made by 27 November 1981 would still be being processed.
