§ The Prime MinisterAs President Reagan announced on 4 February, the United States has tabled a draft treaty which, if agreed, would result in the complete elimination of the land-based intermediate range nuclear missiles of most concern to each side. The Soviet Government have made public their proposal for a joint statement of intentions by the two sides. United States officials continue to brief the NATO allies on progress in the negotiations and have done so most recently on 29 January and 12 February. The briefings are confidential.
