"First division civil servants" is not recognised Civil Service terminalogy, but at 1 April 1979 and 1 January 1982 the number of administrative staff at principal level and above equivalent professional grades eligible for membership of the first division association employed in the Welsh Office was 216 and 193 respectively. The percentage change during the period was 10.65.
