§ The Prime MinisterThe operation of the 1974 non-industrial facilities agreement is unsatisfactory in some respects. It needs to be defined more precisely and to be subject to greater control. As I told my hon. Friend on 11 February, a revised agreement is being negotiated with those objectives in mind.
