Friend announced in a debate in the Scottish Grand Committee 323W on 15 February, the Carnegie United Kingdom Trust has accepted his invitation to administer these funds on the basis of guidelines which have been prepared by my Department in consultation with the trust and voluntary interests. I am placing a copy of these guidelines in the Library.
